Any Administrator for that site can create the Jetpack connection. To rule out a plugin conflict, disable all other plugins and keep Jetpack active, then try connecting. I found out the hard way. You should immediately see a “Connect Jetpack to WordPress.com” screen. Your site could not connect to WordPress.com via HTTPS.
