The newly born person is neither the same person nor a different person from one who died. Samsara is the cycle of birth, death and rebirth that Buddhists aim to escape from. And it may be understood that way in other Asian spiritual traditions, but that's not exactly how it is understood in Buddhism. Any thought, word or deed conditioned by desire, hate, passion, and illusion create karma.
